A tenant opens the portal, taps "Report an issue", attaches a photo. The maintenance assistant classifies urgency (emergency / urgent / routine), drafts the PM-facing summary and the tenant acknowledgement. The PM reviews and approves. EstateOS picks an available tradie whose licence and insurance are current — and refuses to dispatch to expired trades. The tradie accepts the work order in the PWA, uploads before/after photos, submits the invoice.
Every AI output that goes to the tenant has been human-reviewed. Every tradie has been verified for licence and insurance currency before they ever see a work order. The audit log captures the chain end-to-end.
